Check the property, operator and intended service before listing accommodation. The primary sources below were checked on 3 October 2026.
Which accommodation does the registration guide cover?
The Deputy Ministry of Tourism’s self-service accommodation guide, dated 27 February 2024, covers qualifying furnished villas, furnished residences and apartments. It specifies a maximum of five bedrooms and ten people per establishment. Properties with a hotel or tourist-accommodation building permit cannot apply under this self-service register.
The operator may advertise or rent the relevant establishment only when it is registered and has its operating label and registration number. The number must appear in advertising/promotional material and relevant transactions. This is the self-service category’s requirement, not a statement that every ordinary residential tenancy requires a tourism licence.
Who can apply, and what documents are needed?
The operator is the natural or legal person in whose name the registration permit is issued. The guide expressly provides for an authorised beneficiary user, who must submit the owner’s authorisation. Registration is therefore not restricted universally to the property owner.
The official checklist includes an application/solemn declaration covering property details, tax registration and insurance. The guide requests permit, electricity and identity/company evidence. For property evidence, section 3(a) of Law 11(I)/2023 provides for a title deed or building/town-planning permit for residential use consistent with the declared accommodation category. Follow the current application for the required attachments, including owner authorisation where a beneficiary user applies. A legal-entity operator must be registered with the Registrar of Companies.
Insurance must cover risks, particularly fire, and public liability. Confirm the applicable sum insured and the insurer’s terms for the actual holiday-accommodation use.
The guide has specific alternatives where there is no separate electricity meter or the property is off-grid. Follow the current checklist for the relevant case rather than substituting any utility bill without checking.
What do registration and renewal cost?
The Ministry’s renewal notice, dated 15 May 2024, distinguishes the following periods and fees. The five-year renewal period is also expressly provided by section 3(d) of Law 11(I)/2023:
| Stage | Official duration and fee |
|---|---|
| Initial registration | Three years; €222 |
| Renewal | Five years; €222 |
Apply for renewal within the three months before expiry. A late application is handled as a new application, with the required documents and a three-year permit. Approval remains subject to the requirements; the fee does not establish the entire setup cost or a one-month processing guarantee.
Section 22(1) of the current tourism law makes operating without registration, or after revocation, an offence. On conviction the stated maximum penalty is one year’s imprisonment or €5,000, or both; a continuing violation after conviction can incur a further fine of up to €200 per day.
What safety and operating conditions should I check?
The guide recommends basic safety equipment and prominently displayed information: a fire extinguisher, fire blanket, first-aid kit, emergency number, full address and operator contact.
Its operating principles require the whole villa, residence or apartment to be rented, rather than an individual bedroom. They prohibit misleading information and letting premises that are unfinished or under reconstruction to an extent preventing independent use. Time-limited supporting documents must be renewed when they expire.
Check guest documentation, privacy, insurance, emergency arrangements and any other applicable operating requirements with the relevant authority and advisers. Do not treat the guide’s basic equipment list as a complete safety assessment.
What changed under the EU data regulation?
Regulation (EU) 2024/1028 applies from 20 May 2026, under article 19. It concerns data collection and sharing for short-term accommodation rental services.
Article 7 requires platform interfaces to obtain the host’s declaration about whether registration applies. Where the host declares that the unit is in an area with a registration procedure, the platform must obtain a number before allowing the offering and ensure it is displayed. The article also requires reasonable efforts for regular random checks using the specified national-system information.
Obtain current platform guidance and the applicable official registration information for your listing. Check the actual compliance procedure rather than inferring it solely from the regulation.
What should foreign buyers and tenants check?
Cap.109 has an acquisition-permission regime for foreigners as defined in the law; that definition excludes EU and EEA citizens, while foreign-controlled Cyprus companies can fall within it. Incorporating a company is not an automatic exemption.
The Interior Ministry’s purchase guidance sets out conditional acquisition categories and limits. An acquisition permission is not a universal tourism, work or business licence. Have the proposed property’s permission, intended letting activity, immigration status and operator authority assessed separately. Tenants should also check the permitted use and obtain the required owner authorisation.
How should I assess taxes?
The Tax Department lists 9% VAT for accommodation in hotels, tourist accommodation and similar establishments. Check whether the actual supply falls within that category; this is not a universal VAT rate for every lease, purchase or operator expense.
The official business registration guide describes the ordinary Cyprus-established registration threshold: taxable transactions exceeding €15,600 over the preceding twelve months, or expected to exceed it within the next thirty days. Other registration rules and applicable exemptions can depend on the operator and transactions; ask a tax adviser to assess them before relying on a simple annual-rent threshold.
For an individual taxed under the ordinary 2026 income-tax schedule, rates run from 0% to 35%, with 0% on the first €22,000 of taxable income. This concerns total taxable income after applicable allowances, not an automatic €22,000 exemption from gross platform receipts. Check whether the activity is rental income or a business/service and which expenses and contributions apply.
SDC on rental income was abolished from 1 January 2026. This does not remove applicable income tax, VAT, GESY or local obligations. The tourism guide identifies tax and local overnight-fee obligations; obtain the relevant authority’s calculation rather than applying an unsupported universal municipal rate.
What if the home was bought with reduced housing VAT?
The VAT Law’s reduced-housing rules concern qualifying main and permanent residence use. If that qualifying use ceases within ten years, the beneficiary must generally notify and pay within thirty days.
Repayment is the actual original VAT saving, proportionate to the remaining period. It is not automatically 14% of a later sale price, and it is not a blanket ten-year rental prohibition. The statute includes exceptions for death and specified transfer to an adult child who qualifies at the time of transfer. Have the actual purchase, use change and recipient conditions assessed before offering accommodation.
What costs should I budget for?
Obtain quotations for insurance, safety equipment, repairs, utilities, cleaning, management and platform services. State vacancy, finance, taxes and other assumptions in your own cash-flow calculation rather than relying on unsupported city-wide rent or yield estimates.
For buying and transfer/VAT costs, use the property-tax guide and complete buying guide. Check ownership, encumbrances, permits and proposed use before paying.
