Check the actual home, agreement and purpose of the tenancy before paying. The primary legal and administrative sources below were checked on 3 October 2026.

What should I agree before signing?

Have the agreement identify the parties and property, rent and payment dates, tenancy term, deposit, permitted use, repairs, common expenses, utilities, notice, early termination and renewal. Ask who holds the deposit, when it is repayable, what deductions are allowed and what evidence is required.

Agree the amount and conditions in writing rather than assuming a universal one- or two-month deposit or twelve-month lease. Ask an independent adviser to assess unclear terms and the law applicable to the tenancy.

Record an agreed inventory, existing damage, photographs, meter readings and keys at handover. Keep payment records and correspondence. Before leaving, agree inspection, final bills and the deposit-accounting process. Obtain advice before withholding rent or treating the deposit as the final month’s payment.

Does the Rent Control Law cover every tenancy?

The Rent Control Law, section 2 defines covered property as a residential or shop building within a controlled area, completed by 31 December 1999. Its tenancy definition excludes, among other categories, furnished homes or apartments rented for less than six months, hotels and tourist accommodation.

These are not the only eligibility conditions. The law also defines the tenant and statutory tenant: a statutory tenant continues occupying the property after expiry or termination of the first tenancy. Have an adviser assess the full definitions, the parties, property and tenancy history before assuming rent-control protection or the appropriate court and remedy.

The law’s section 11 contains specified possession grounds and conditions. It does not establish a universal eviction timetable for every rental. Obtain case-specific advice about notice, repairs, arrears, termination and possession; avoid assuming that a landlord dispute automatically permits penalty-free termination or fixes a three- to six-month court process.

What changed about stamp duty?

The Tax Department confirms that Law 239(I)/2025 repealed stamp duty from 1 January 2026. Documents signed by any party before that date remain subject to the previous rules, as explained in the Tax Department’s guidance.

Do not confuse tax stamping with signature certification or the evidence needed for an immigration application.

What documents are needed for immigration?

Use the current supporting-document checklist for the specific residence route and each family member. Ask the receiving authority about originals, copies, signature certification, proof of rent payment and utility bills before arranging certification.

For example, the Digital Nomad supporting-document checklist requires accommodation evidence through a title deed or rental agreement and a utility bill. This route-specific requirement does not establish that one certified tenant signature is universally sufficient, that the landlord never needs to attend, or that children never need accommodation evidence.

Check the relevant municipality or district administration for certification arrangements. Have the receiving authority confirm the accepted certifier and whose signatures must be certified for your application.

How should I arrange utilities and repairs?

Confirm account-transfer documents, deposits and payment methods with the electricity supplier and the water organisation serving the actual address. Agree responsibility for previous and final bills and common expenses. Do not assume every district uses the same online application or transfer procedure.

Report defects in writing and retain photographs and responses. Have the contract’s maintenance and repair responsibilities explained, including urgent repairs, authorisation for works and reimbursement. Obtain advice before arranging works at the landlord’s expense or ending the tenancy over a dispute.

See the utilities guide for provider-specific evidence and checks.

How must rent be paid?

From 1 July 2026, section 48A of the Assessment and Collection of Taxes Law requires rent for immovable property in Cyprus to be paid exclusively by bank transfer, debit or credit card, or another recognised electronic payment method. The recipient must not accept rent by another method.

Retain proof of payment and identify the property and rental period clearly. A cash receipt does not replace the statutory electronic-payment requirement from that date.

What is the conditional rent deduction?

From tax year 2026, Income Tax Law section 14B provides a conditional deduction of up to €2,000 per eligible claimant for rent paid for a main residence in Cyprus. It reduces taxable income; it is not a €2,000 cash refund or a promise that every tenant qualifies.

The statutory income ceilings are €40,000 for a qualifying single person, and family-income ceilings of €100,000 with no children or up to two, €150,000 with three or four, and €200,000 with five or more. The family ceilings also apply to single-parent families. Eligibility depends on the statutory family/single-person definitions and gross-income calculation, rather than salary alone.

The Tax Department’s guide explains claimant categories, income included and excluded, tax-residence and declaration requirements. The combined deduction cannot exceed the actual qualifying rent expense, and relevant public grants or allowances reduce that expense. Section 14B disallows the rent deduction where the section 48A electronic-payment rule is violated; distinguish its 1 July 2026 commencement from earlier payments.

Employees provide T.D.59 annually to their employer for PAYE calculations. This does not replace checking eligibility, retaining evidence and fulfilling the applicable tax-return obligations. Ask a tax adviser about your household’s specific claim.

Can a tenant offer holiday accommodation?

The Deputy Ministry of Tourism’s self-service accommodation guide requires the relevant establishment to be registered and have its operating label before advertising or renting, with its registration number displayed in advertisements and relevant transactions.

The guide permits an authorised beneficiary user to apply with the owner’s authorisation; it does not say that only the property owner can ever be the operator. Registration has property, permit, tax and insurance conditions. Check the tenancy’s permitted use, the owner’s authorisation and all applicable requirements before offering holiday accommodation; do not infer permission from possession of a long-term rental contract.
