What do dated interest-rate figures show?
The Central Bank of Cyprus Q4 2025 property report gives a weighted average 3.12% rate for new housing loans across all fixation periods in December 2025, compared with 4.30% in December 2024. This historical series is not a current quote or an average for every outstanding mortgage.
Ancoria’s first-residence page gives a representative example dated 9 July 2026: €100,000 over 35 years, own contribution above 30%, 3-month Euribor 2.313% plus a 1.60% margin, 3.913% interest, 3.980% APR and a stated €438 monthly instalment. The example excludes life-insurance assignment costs, the Artemis report, valuation and fire insurance. Obtain a fresh quotation including all relevant costs.
Eurobank’s Home Loan and Holiday Home pages offer introductory fixed periods of 3, 5 or 10 years, subject to product and bank criteria, followed by a variable rate. Ask for the applicable base rate, margin and repayment charges.
Which published products fit the purchase?
| Product and primary source | Published financing limit | Residence or term conditions |
|---|---|---|
| Eurobank Home Loan | Up to 80% of main-residence value | Permanent Cyprus residents; term capped at the earliest of useful asset life, 30 years or borrower age 65 |
| Eurobank Holiday Home | Up to 70% of property value | Permanent and non-permanent Cyprus residents; term capped at the earliest of useful life, 25 years or borrower age 65 |
| Bank of Cyprus housing products | First home up to 80%; holiday home up to 70%; investment property up to 60% | Product-specific assessment and security conditions |
| Alpha Residence | First main residence up to 80% of purchase value; second residence up to 70% | Permanent Cyprus residents; up to 30 years including grace period, age no more than 65 at maturity |
| Ancoria First Residence | Advertised up to €300,000 and 80% of estimated value; larger amounts require a quotation | 5–35 years; age no more than 65 at maturity |
These are product limits, not guaranteed amounts. Eurobank assesses income, expenses and cost of living as well as collateral. Its primary Home Loan’s own contribution can be cash or additional borrowing secured on another property; 80% financing does not invariably require 20% cash.
Bank of Cyprus normally uses age 65 at maturity, with an extension to 70 where repayment ability can be demonstrated. Do not assume lenders share a single age limit.
Eurobank’s Real Estate Loan includes investment, buy-to-let, construction, renovation and land purchase. Its maximum term is the earliest of useful asset life, 25 years or borrower age 65, with a 15-year maximum for plot/land purchases. Ask how rental income and project risk will be assessed.
Can a bank finance an unfinished property?
Construction is included in the cited Bank of Cyprus, Eurobank, Alpha and Ancoria products. Ancoria describes staged disbursements as work progresses. This does not establish that every off-plan sale qualifies.
Eurobank lists property documents including the title deed, planning permit or architect’s certificate, building permit or pending-application certificate with a professional declaration, and a professionally signed timetable and cost analysis. Architectural plans are required for valuation. Confirm how title, sale contract, lender security and drawdown conditions apply to your development.
Eurobank advertises a construction capital-repayment grace period of up to 12 months, with interest still payable, subject to assessment. Ancoria advertises up to two years of construction capital grace, also with interest payable. These are lender-specific options.
What is different under the foreign-acquisition rules?
Cap. 109 and the Ministry of Interior procedure govern acquisition permission for buyers within the statutory foreigner definition. EU and EEA citizens are excluded; foreign-controlled companies can fall within it. Property permission and loan assessment are separate procedures: the law does not establish a universal rule requiring permission before a mortgage application.
The Ministry lists alternatives of an owner-occupied dwelling plot or undivided land up to 4,000 m², or up to two units: two homes, a home plus a shop up to 100 m², or a home plus an office up to 250 m². The couples rule applies jointly. Applications use COMM 145 at the District Administration where the property is located, with no application fee and a published 2–3 week processing estimate. This is not a mortgage timetable or guaranteed permission deadline.
Coordinate acquisition permission, registration and drawdown with the lender and lawyer. Permission to acquire property does not itself confer immigration residence rights.
What documents are required?
Eurobank’s indicative list covers identity, income, contact and professional-activity information, with additional economic-profile or business-relationship information where requested. It lists three months’ payslips and evidence of other income for employees; an income-tax form, Social Insurance statement or other supporting evidence for self-employed applicants; and the property documents above. Requirements may vary by case.
Bank of Cyprus lists recent payroll evidence for employees and tax forms, recent financial statements, Social Insurance evidence or an accountant’s certificate for self-employed applicants, as applicable. Request a written checklist covering foreign income, translations, certification and source-of-funds evidence rather than assuming one universal package.
How can I model affordability?
This is a hypothetical budget, not a bank’s debt-to-income rule or lending offer. Assume 35% of monthly net income for payments, a constant 4.5% annual rate, 240 monthly payments, no fees and financing of 60% of purchase price.
| Monthly net income | Hypothetical payment budget | Approximate loan principal | Hypothetical price at 60% financing |
|---|---|---|---|
| €3,000 | €1,050 | €165,969 | €276,615 |
| €4,000 | €1,400 | €221,292 | €368,819 |
| €5,000 | €1,750 | €276,615 | €461,024 |
| €7,000 | €2,450 | €387,260 | €645,434 |
The calculation uses monthly amortisation. Actual approval depends on lender assessment; rate changes or additional charges change the budget.
What are the mortgage and purchase costs?
The DLS mortgage procedure charges 1% of registered mortgage value for property in non-occupied areas, plus two mortgage-registration certificates at €5 each. Do not automatically equate registered mortgage value with the cash loan amount. Specified same-day cancellation and replacement mortgages for the same purpose have reductions or exemptions; check the precise conditions.
Request separate amounts for arrangement and legal-documentation fees, valuation, your lawyer, life insurance and property insurance. Eurobank’s primary Home Loan requires life and fire/earthquake insurance. Its online calculations include specified arrangement, documentation and applicable mortgage-registration fees but exclude life and fire/earthquake premiums and valuation costs. It warns that insurance increases APR and total payable. Compare which costs each figure includes.
DLS sale-contract guidance confirms stamp-duty repeal from 1 January 2026; documents signed by even one party before that date retain former requirements. VAT and transfer fees have separate rules: see the property-tax guide. Obtain a transaction-specific budget rather than a universal closing-cost percentage.
Can I refinance, and how long does approval take?
Eurobank’s Home Loan includes transfers of existing loans originally granted for its stated housing purposes. Its early-repayment terms distinguish fixed-rate periods, where charges may apply under applicable law, from variable-rate periods, where it says no early-repayment charges apply. Do not assume every refinance has a penalty or a new 1% charge on the full mortgage: lender terms and DLS replacement conditions matter.
Bank of Cyprus distinguishes preapproval from final approval and drawdown. Valuation and security must meet its policy, and remaining conditions must be completed before release of funds. Ask for a case-specific timetable.
Alpha warns that missed repayments can put the home at risk. Discuss repayment arrangements and financial difficulties with the lender if moving abroad.
Are there government programmes?
The Finance Ministry interest-subsidy scheme advertised applications from 2 January to 31 March 2025. Conditions include qualifying performing floating-rate housing loans signed from 1 January 2022 through 31 December 2023, a loan ceiling of €400,000, family income up to €50,000 a year, and settled or regulated tax obligations through 2023. Refinancing and restructuring of earlier loans are excluded.
The announced subsidy is 50% of the average interest-rate increase relative to signing, for two years from first disbursement, capped at two percentage points. It is not a blanket promise to pay 2% of every mortgage rate or evidence that new applications are open.
The Ministry’s 4 May 2026 young-person/couple housing-scheme announcement described assistance up to €50,000 for additional qualifying applicants who had already applied. Do not assume a new entitlement or mortgage compatibility without the applicable conditions. See our scheme-specific housing guide.
