Short answer: Cyprus has distinct housing schemes with different beneficiaries, amounts, property conditions and application windows. Identify the actual scheme and current call before budgeting a grant; a past announcement is not an open application window.

What happened to the young-buyer scheme?

The Ministry’s second call for 2025 is titled “Housing Subsidy Scheme for Young Couples and/or Individuals up to 41 Years Old” and concerns housing with a maximum area of 150 m² in specified areas. Applications were accepted from 15 January 2025 at noon to 30 November 2025 at noon. Those advertised dates have passed; check for a later call before applying.

On 4 May 2026, the Ministry announced additional funding of approximately EUR 11 million for another 277 applicants who had already applied and qualified. It describes assistance up to EUR 50,000, based on income and household composition. This announcement concerns existing applications, not a new application window.

For any new call, obtain its Announcement and Implementation Guide before relying on age, citizenship, residence, income, property-ownership or contribution conditions. Submit using the method specified in that call; the Funding Programmes Portal is a place to find programme information, not a universal application form.

What was the mortgage interest subsidy?

The Ministry of Finance’s 2025 call advertised applications from 2 January to 31 March 2025, in hard copy through the KEP/KEPO citizen-service centres. Treat those dates as historical and check the Treasury for any new call.

Its stated criteria include all of the following:

  • A loan agreement signed from 1 January 2022 to 31 December 2023, with a loan account opened.
  • A performing floating-rate home loan, not taken to repay or restructure a prior loan.
  • A loan no more than EUR 400,000 and annual family income no more than EUR 50,000.
  • Tax obligations through tax year 2023 settled or regulated.

The scheme subsidised 50% of the average interest-rate increase relative to the rate at signing, for two years from first disbursement, capped at two percentage points. It is not a general subsidy for every existing mortgage.

What is the Renovate-Rent call?

The Ministry’s second Renovate-Rent call provides grants to qualifying owners to renovate or upgrade vacant, inactive or unused homes for affordable letting to eligible tenants with moderate or low incomes.

The advertised owner application window is 16 March 2026 to 31 December 2027. Tenant applications are advertised from 16 March 2026. Applications use prositistegi.cy and the call’s prescribed forms and instructions. The Ministry reserves the ability to extend or withdraw the call; verify its current position before submission.

Check the full owner and tenant guides for amounts, property conditions, rent and continuing obligations. Do not carry eligibility rules across from the young-buyer or state-plot scheme.

What changed in rural housing assistance?

The Ministry’s rural scheme page states a 2 March 2026 start date.

The Presidency’s 11 March 2026 revision summary describes these maxima for the rural revitalisation scheme:

HouseholdMaximum assistance stated
Single person or household of up to threeEUR 20,000
Household of four or moreEUR 25,000

It also describes a 20% increase in the maximum for displaced applicants, with the applicable eligibility rules. The separate mountainous, remote and disadvantaged-area provisions include other categories and special-construction support; these are not one universal EUR 20,000 programme.

Use the current guide and designated-area list to check eligibility, income, acquisition/expense dates, other property and how your household is assessed. A stated maximum is not a guaranteed grant.

What is the 2026 state-plot scheme?

The Ministry’s scheme page published 18 September 2026 concerns state plots for an owner-occupied home, subject to income and other conditions.

  • Beneficiaries are couples with or without children and single-parent families; single individuals are excluded.
  • Cypriot citizenship is required, for at least one partner in a couple. For a couple, at least one partner must not have reached 45 when applying.
  • The community/residence connection includes the relevant community or a neighbouring community within 15 km, with the scheme’s origin and priority provisions.
  • The property test covers the applicant, spouse/partner, children and parents; residentially usable property and disposals within the specified three-year period can affect eligibility.

The published gross annual household income limits are:

HouseholdMaximum gross annual income
Couple or single-parent familyEUR 45,000
Three personsEUR 50,000
Four personsEUR 55,000
Five or more personsEUR 65,000

The price is 25% of the plot’s general-assessment value after subdivision, payable in one instalment when signing. It is not a universal offer at 25% of any advertised market price. The scheme states that the state bears subdivision and infrastructure costs under its provisions, and that the completed payment accompanies titling.

The home must not exceed 150 m² total buildable area. Construction must be completed within three years of the agreement; the District Administration may approve a justified one-year extension. The plot cannot be transferred before home completion, and the home cannot be sold or disposed of before five years after completion. Non-compliance can trigger the scheme’s return, transfer or remaining-value remedies.

Apply under the District Administration’s actual notice for available plots and its deadline. Allocation follows the scheme’s priority and assessment rules, with a lottery where approved beneficiaries exceed available plots. Read the full guide and application documents before assuming that publication alone makes a plot available to you.

How should I check eligibility and purchase costs?

For the actual call, check the household definition, citizenship/residence, ages, income year, other property, eligible location and expenses, submission method, deadlines and continuing obligations. Obtain confirmation from the responsible scheme officer before committing to a purchase based on expected assistance.

Reduced VAT has separate statutory conditions: the ordinary individual main/permanent-residence scheme requires age 18+, a qualifying first 130 m² at 5% with a EUR 350,000 reduced-rate value cap, and total caps of 190 m²/EUR 475,000. Area/value allocation and other eligibility conditions apply. See the property-tax guide before treating a grant as proof of VAT entitlement.

DLS transfer fees use 3%, 5% and 8% value bands, normally with a 50% discount and statutory exceptions. They are exempt where VAT applies to the same property transaction. Stamp duty was repealed from 1 January 2026, while documents signed by any party before that date retain the earlier rules. These purchase rules are distinct from grant approval.

Request written legal, valuation, survey, renovation and utility quotations for the actual property. Use our buying guide and hidden-cost guide to prepare the budget; avoid assuming a universal professional-fee range or renovation percentage.

Browse property listings and verify the title, permits, encumbrances and any outstanding charges with independent advisers before signing.
