Before retiring in Cyprus, check your residence route, pension tax treatment, healthcare entitlement and personal budget separately.
For UK retirees: Check the residence route that applies to your circumstances before moving. Eligible recipients can receive the UK State Pension in Cyprus with annual increases. Under the UK–Cyprus tax treaty, ordinary UK State Pension and private pension income is generally taxed in the treaty residence country. UK government-service pensions are normally taxed only in the UK, except where the recipient is both resident in and a national of Cyprus; the old transitional election ended in 2024. If eligible for a UK-issued S1, register it for UK-funded GESY healthcare access. For any pension transfer, obtain advice on the specific scheme and tax consequences before changing it.

Which residence route should I check?
The Migration Department’s published Category F guidance describes secured annual income from abroad, without engaging in business, trade or profession in Cyprus. It lists at least €9,568.17 for the applicant and €4,613.22 for each dependent; income may include pensions, dividends, deposit interest and rent. These published income figures do not guarantee approval. Check the Department’s current checklist, immigration status while waiting and absence conditions before applying.
For an economically inactive EU citizen staying longer than three months, the MEU1 guidance requires sufficient resources and comprehensive sickness insurance. The registration application is submitted within four months of entry. Use the Department’s current submission-office and document information.
The investor immigration-permit policy has separate investment and qualitative conditions. The residential-property option requires a first sale from a developer of at least €300,000 plus VAT, and secure annual income of at least €50,000, increased by €15,000 for a spouse and €10,000 per dependent minor child. The purchase amount alone does not establish eligibility. Read the full policy, including evidence and continuing conditions, before committing funds.
How are pensions taxed?
The 5% Flat Rate — Key Advantage
Cyprus tax residents receiving pensions for services performed outside Cyprus can choose annually between:
- Standard progressive PIT rates (0% to 35%)
- Flat 5% tax on pension income exceeding €5,000/year
The first €5,000 of pension income is tax-free under the flat rate option.
Progressive PIT Rates (2026)
| Annual income | Rate |
|---|---|
| Up to €22,000 | 0% |
| Over €22,000 to €32,000 | 20% |
| Over €32,000 to €42,000 | 25% |
| Over €42,000 to €72,000 | 30% |
| Over €72,000 | 35% |
Calculation Example
These examples assume a qualifying pension is the only taxable income and ignore deductions, foreign-tax credits and healthcare contributions.
Pension of €24,000/year (€2,000/month):
- Flat rate: (€24,000 − €5,000) × 5% = €950/year (3.96% effective)
- Progressive: first €22,000 × 0% + €2,000 × 20% = €400/year
In this case, progressive rates are cheaper. But at €40,000/year, flat rate gives €1,750 vs. ordinary income tax of €4,000, before other income or deductions. Compare the alternatives annually.
Investment income and non-dom status
- Dividends — eligible non-dom taxpayers are exempt from SDC; GESY and foreign-source obligations are separate.
- Passive bank interest — eligible non-dom taxpayers are exempt from SDC; GESY and source-country obligations are separate.
How does non-dom status work for retirees?
How It Works
Non-dom eligibility depends on legal domicile and the statutory exceptions. A person who was Cyprus tax resident for at least 17 of the preceding 20 tax years is deemed domiciled for SDC purposes. It is not automatic on first residence. Follow the Tax Department’s TD38 declaration and questionnaire procedure when claiming exemption.
Benefits
- Eligible non-dom taxpayers are exempt from SDC on dividends and passive interest; check legal domicile and prior residence years rather than assume a fixed 17-year entitlement.
- Domiciled Cyprus tax residents generally pay 5% dividend SDC from 2026, with transitional rules for distributions of older Cyprus-company profits.
- For eligible non-doms: 0% dividend SDC
- Rental income: SDC abolished for everyone from 2026
Practical Impact
If a retiree receives pension + investment dividends + bank interest:
- Qualifying foreign pension: optional 5% on the amount above €5,000, or ordinary rates after the annual election
- Dividends: eligible non-dom SDC exemption; GESY contributions may still apply.
- Passive interest: eligible non-dom SDC exemption; GESY contributions may still apply.
- Rental income: income tax at progressive rates, SDC = 0%
What does the pension treaty change?
Under the UK–Cyprus treaty, ordinary pensions are generally taxed in the treaty residence country. UK government-service pensions normally remain UK-taxable, except where the recipient is both resident in and a national of Cyprus. The former transitional election ended in 2024.
The Germany–Cyprus treaty permits Germany to tax German statutory social-insurance pensions; Cyprus provides the treaty foreign-tax credit within its limits. Government-service pensions normally remain taxable only in the paying state, with an exception where the recipient is resident in and a national of the other state. Classify each pension under the applicable treaty before using a Cyprus tax example.
What healthcare options do retirees have?
GESY (National System)
A residence permit alone does not establish GESY eligibility. The HIO requires ordinary residence in Republic-controlled areas plus the conditions for the relevant citizenship/permit category; eligible S1 holders use the reciprocal-healthcare route. Confirm your category before relying on cover:
| Parameter | Value |
|---|---|
| Standard pension contribution | 2.65%; reciprocal-insurance exemptions require supporting evidence |
| Contribution income cap | €180,000/year in total across applicable income categories |
| Personal doctor | Free within the age-based annual allowance; the HIO lists 10 visits for people over 65 and €15 per excess visit |
| Ordinary specialist visit with referral | €6; diagnostic-test and exemption rules may differ |
| Ordinary specialist visit without referral | €25 instead of the €6 co-payment; exceptions apply |
| Covered medicines | €1 per product; choosing a more expensive medicine can add the price difference |
S1 and UK healthcare cover
Ask the competent pension/health-insurance authority whether you qualify for an S1 and which country is responsible for your healthcare. Register an issued S1 through the Cyprus healthcare process; nationality alone does not establish entitlement.
The UK government’s Cyprus healthcare guidance says eligible Cyprus residents receiving a UK State Pension or another qualifying benefit may obtain an S1, which must be registered with the GHS. A qualifying GHIC is for medically necessary state care during temporary travel; it does not replace arranging resident healthcare cover.
Private insurance and a retirement budget
Request individual insurance quotations and read age limits, pre-existing-condition exclusions, dental cover, excesses and renewal terms. Confirm eligibility and cover before cancelling an existing policy.
For a personal budget, collect dated rental offers in the neighbourhoods you are considering, then add utilities, food, transport, healthcare and leisure. Separate deposits and moving costs from recurring spending. The CYSTAT Household Budget Survey 2023 is dated household expenditure research, not a current quote for a retired couple’s rent or cash budget.
Try the locations, transport routes and healthcare arrangements you expect to use before deciding where to live. Recalculate the pension tax election annually and check each source-country treaty and healthcare category.
