Short answer: GeSY eligibility and private-policy cover need separate checks. GeSY has standard contributions and service charges; a private policy needs an individual quotation and a review of its limits and exclusions.
Use this comparison together with our healthcare system overview. Check your own beneficiary category before planning around GeSY, then compare the specific services you expect to use.
How do GeSY and private insurance compare?
| Item | GeSY rules | What to check in a private quotation |
|---|---|---|
| Contributions or premium | Standard employee contribution: 2.65% of salary | Premium for your age, history, cover, excess and renewal terms |
| Personal doctor | Free within the age-based annual allowance; €15 per excess visit | Appointment charge, network and reimbursement terms |
| Ordinary specialist visit | €6 with referral; €25 without referral instead of €6, with exceptions | Referral, prior approval, provider and benefit limit |
| Covered inpatient services | No co-payment in the inpatient-care context | Covered treatment, hospital, room, excess and approval |
| Covered medicines | €1 per product; a dearer medicine can add a price difference | Formulary, reimbursement and annual/sub-limits |
| Covered lab tests | €1 per test or group; €10 maximum per lab-test category | Referral, authorisation, benefit limit and excluded tests |
| Accident and emergency | Ordinary GeSY co-payment: €10 | Emergency terms, geographical cover and provider |
| Clinical psychology | Listed as a covered allied-health service; referral and access conditions apply; ordinary allied-health co-payment €10 | Covered practitioner, diagnosis, session limit and approval |
| Waiting time | Ask the contracted provider about the appointment or procedure | Ask the named provider; obtain actual availability |
| Provider choice | Choose providers contracted for the relevant GeSY service | Check the policy’s network, reimbursement and prior approval |
The HIO financing rules distinguish co-payments from personal contributions. The annual co-payment cap is €150 generally, or €75 for Guaranteed Minimum Income recipients, low-income pensioners and children under 21. The €25 direct-specialist charge and a medicine price difference are separate personal contributions; the cap does not turn every charge into a covered co-payment.
Who is eligible for GeSY?
Payment of contributions does not itself establish entitlement. The HIO beneficiary categories require the conditions of the relevant category:
- Cypriot citizens ordinarily resident in Republic-controlled areas or the UK sovereign bases in Cyprus.
- EU citizens ordinarily resident in Republic-controlled areas who work there or hold permanent residence under the EU free-movement law.
- Non-EU citizens ordinarily resident in Republic-controlled areas who have permanent residence or equal-treatment rights in social-insurance sectors under the Aliens and Immigration Law.
- Recognised refugees and subsidiary-protection beneficiaries ordinarily resident in Republic-controlled areas.
- Dependants satisfying the family-member conditions. Family members of non-EU permanent-residence beneficiaries must themselves have permanent residence.
Eligible beneficiaries enrol in the GHS Beneficiary Record and a personal-doctor list. Ask the HIO about any reciprocal-healthcare route, including an issued S1. A permit label, pension, ARC or tax number alone does not establish eligibility.
What are the GeSY contribution rates?
The HIO’s standard full-implementation rates have applied from 1 March 2020:
| Category | Rate and base |
|---|---|
| Employee | 2.65% of salary |
| Employer | 2.90% of employee salaries |
| Self-employed | 4.00% of remuneration |
| Pensioner | 2.65% of pension |
| Government official | 2.65% of remuneration |
| Income earner | 2.65% of applicable rent, interest and dividends |
| State | 4.70% of employee salaries, self-employed/official remuneration and pensions |
An individual’s annual contribution base is capped at €180,000 across applicable categories. For non-Cyprus-tax-residents, the HIO lists Cyprus-source income, earnings and pensions, excluding dividends and interest. Applicable exemptions require separate assessment.
For illustration, if €180,000 is all employee salary subject to the standard employee rate, the employee contribution is €4,770; if it is all remuneration subject to the standard self-employed rate, the contribution is €7,200. These are different scenarios, not additional charges on the same income.
What does GeSY cover?
Outpatient services began on 1 June 2019 and inpatient care on 1 June 2020. The HIO healthcare-service list includes personal doctors, outpatient specialists, laboratories, pharmacies, inpatient care, nurses and midwives, allied health professionals, preventive dental services, palliative care and rehabilitation. Use the relevant service’s referral, diagnosis, provider and benefit rules.
Preventive dental care
The HIO dental activity catalogue provides one preventive dental visit after a year has passed since the previous GeSY dental visit. No referral is required. The listed services depend on age:
- Under 4: oral check and oral-health advice for the beneficiary, parent or guardian.
- Age 4 to under 6: scaling, oral check and oral-health advice.
- Age 6 to under 12: scaling, topical fluoride and oral check.
- Age 12 and over: scaling and oral check.
This preventive catalogue does not establish general cover for extractions, fillings or other restorative treatment. Ask the dentist which treatment and payment route applies to your case before agreeing to work.
How should I compare private policies?
Request individual quotations rather than rely on a market-wide annual price band. Compare the policy schedule and wording for:
- Inpatient, day-patient and outpatient treatment.
- Overall limits, sub-limits, excesses and co-insurance.
- Provider network, direct settlement, referrals and prior approval.
- Geography, planned treatment abroad and emergency travel cover.
- Pre-existing conditions, exclusions and waiting periods.
- Dental, optical, maternity and mental-health benefits.
- Renewal, age limits and changes to premiums or benefits.
For a provider example, Universal Life’s published MultiCare benefit table, checked on 3 October 2026, lists different benefit limits across plans, including dental, pregnancy, outpatient and psychiatric benefits. It also lists exclusions and limitations such as pre-existing conditions and unreasonable charges. The table is a product comparison, not a premium quotation or confirmation that an individual condition is covered.
For a residence-permit application, use the Migration Department’s checklist for your exact category and obtain written confirmation that your policy satisfies it. For travel, check the destination and consulate requirements separately.
What should families, expectant parents and mental-health patients check?
Check the child’s beneficiary registration and personal doctor, and the rules for each planned service. The reduced GeSY co-payment cap applies to children under 21; private cover needs a review of the child’s actual policy.
For pregnancy, ask the provider which services are covered under GeSY and confirm any referral or charge. Before buying private cover, obtain written maternity terms, including waiting periods, existing-pregnancy exclusions, limits and the planned hospital. For mental-health care, confirm the practitioner, referral, diagnosis and allowed sessions with GeSY or the insurer before booking.
When should I consider both routes?
List the services you expect to use and compare GeSY access with a private policy’s actual benefits and cost. A combined approach is a personal choice; check any overlap and exclusions before paying for extra cover.
How do I get help?
- 112: emergency number for ambulance, fire and police.
- 17000: GeSY contact centre in Cyprus; +357 22 017000 from abroad.
- info@gesy.org.cy: GeSY information and eligibility enquiries.
For an emergency, call 112 and describe the situation. For planned care, verify entitlement, the provider and any charges in advance.
