How do taxes work?

Corporate Tax

Cyprus charges a flat 15% from 2026 (previously 12.5%). Dividends from subsidiaries are exempt. Foreign permanent establishment profits are exempt.

Malta has a headline rate of 35%, but through its full imputation system shareholders receive a 6/7 refund on tax paid, bringing the effective rate to 5%. Since 2025, an alternative FITWI regime offers a flat 15% with no refunds (minimum 5-year commitment).

Portugal applies a standard 21% rate. Small businesses (up to €50K profit) pay 17% on the first €25K. A state surcharge of up to 9% applies to profits above €1.5M.

Personal Tax and Non-Dom Regimes

Cyprus (Non-dom): Non-domiciled residents pay no Special Defence Contribution on dividends or bank interest. The 5% SDC dividend rate from 2026 applies to Cyprus tax residents who are domiciled. The 60-day rule allows tax residency with only 60 days in Cyprus (instead of 183) if you have a business or employment there. The first €22,000 of income is tax-free (2026).

Malta (Remittance basis): Income not remitted to Malta is not taxed. Minimum tax on remitted income is 15% (€15,000/year floor). Ideal for people with offshore income who live in Malta but keep funds abroad.

Portugal (IFICI / NHR 2.0): The original NHR closed on 31 March 2025. IFICI offers a 20% flat rate on Portuguese income, with foreign income exempt. However, it is available only to: scientists, researchers and tech professionals in strategic sectors (STEM, healthcare, green energy). Requires an EQF Level 6+ degree and employment at a certified organisation.

Tax Bottom Line

  • IT freelancer with a company: Cyprus (15% CIT + non-dom) or Malta (5% effective)
  • Passive income: Malta (remittance) or Cyprus (non-dom SDC exemption)
  • STEM professional: Portugal IFICI (20% flat on local income)
  • Retirees: Cyprus (€22K tax-free threshold) — Portugal NHR no longer available

How does healthcare work in Cyprus?

Cyprus (GeSY): Universal system since 2019. Contributions: 2.65% (employee) + 2.90% (employer). Covers GPs, hospitals, pharmaceuticals. HAQ ranking: 24th. Private consultations: €50–80. Note: not all residence permit holders qualify for GeSY — depends on permit type.

Malta: NHS is free for EU residents. Ranked 18th globally. Small islands mean fast access and short waits. Non-EU residents must carry private insurance.

Portugal (SNS): Universal system. Consistently ranked in the global top 20. Long queues in public facilities — many expats use private healthcare (€30–50 per visit). Lisbon and Porto have excellent private clinics.

Cyprus is the hottest and sunniest — warm sea from April. Portugal has the mildest climate (Atlantic influence) but the ocean is cool. Malta is a compromise, though humidity in summer can be uncomfortable.

How safe is Cyprus?

Portugal ranks 7th on the Global Peace Index 2026 — one of the safest countries in the world.

Malta is not listed in the 2026 GPI ranking table. It has low crime rates, though petty theft occurs in tourist areas.

Cyprus ranks 80th on the Global Peace Index 2026. It is generally safe (Numbeo crime index: 32 for Nicosia), with low violent crime. Main risks: property scams, aggressive driving.

How do language and communication work?

Cyprus: English is effectively a second official language. All government services are available in English. Over 75% of the population speaks English. Large Russian-speaking community in Limassol.

Malta: Maltese and English are both official languages. All documentation is in English. Over 90% speak English.

Portugal: Portuguese. English is common in Lisbon, Porto and the Algarve. Minimal in rural areas. Portuguese language proficiency (A2) is required for citizenship.

Who should choose which option?

Choose Cyprus if you:

  • Run an IT business or freelance company (15% CIT + non-dom)
  • Want hot weather and warm sea
  • Need English as a working language
  • Value a fast, simple residence permit process
  • Work with clients in CIS, Middle East or Asia

Choose Malta if you:

  • Earn abroad and do not remit to EU accounts (remittance basis = 0%)
  • Need Schengen access (Cyprus is not in Schengen)
  • Prefer everything within 30 minutes
  • Work in iGaming, fintech or crypto (strong ecosystem)
  • Can accept dense urban environments with limited green space

Choose Portugal if you:

  • Have a smaller budget (cheapest of the three)
  • Are a STEM professional (IFICI gives 20% flat rate)
  • Prefer mild climate without extreme heat
  • Prioritise safety (7th on GPI 2026)
  • Want a 7-year (EU/CPLP) or 10-year (most others) citizenship path
  • Appreciate culture, architecture and gastronomy

Conclusion

All three countries are excellent choices for relocating to Europe. The key differences come down to tax and lifestyle:

  • Cyprus — balance: moderate taxes, warm climate, English-speaking, fast residence permit
  • Malta — optimisation: 5% corporate tax, Schengen access, compact island life
  • Portugal — affordability: lowest costs, mildest climate, 7th on GPI 2026, but NHR is gone

For many expats with business or IT income, Cyprus offers a strong package: 15% CIT, non-dom status, English-speaking environment and a straightforward residence process. For a deeper look at cost of living, see our detailed breakdown.
