Short answer: Temporary protection is for qualifying displaced persons and specified family members. Check eligibility, the corrected EU decision and the current Cyprus instructions separately. Employment and assistance rights have conditions; a general claim of automatic GeSY access is insufficient.

The sources below were checked on 3 October 2026. EU extension dates and national document instructions are distinct.

What Is Temporary Protection and Who Qualifies?

The Refugee Law, sections 20–20ΙΒ, provides Cyprus’s temporary-protection framework. Section 20 describes an exceptional procedure giving immediate, temporary protection in a mass influx of displaced persons who cannot return. The Asylum Service grants the status to persons within the relevant Council or national decision’s categories, subject to the law’s exclusion grounds.

EU Decision 2022/382, Article 2, applies to persons displaced from Ukraine on or after 24 February 2022 as a result of the invasion, including:

  • Ukrainian nationals residing in Ukraine before that date.
  • Stateless persons and other-country nationals who had international or equivalent national protection in Ukraine before that date.
  • Specified family members of those groups, where the family was already present and residing in Ukraine before that date.

The family definition includes spouses, qualifying unmarried partners where national law treats them comparably, minor unmarried children, and other close relatives who lived together as part of the family unit and were wholly or mainly dependent at the relevant time. It is not a rule that every later marriage or dependent parent automatically qualifies.

Article 2(2) requires temporary or adequate national protection for stateless persons/other-country nationals who prove lawful residence in Ukraine before 24 February 2022 under a valid permanent residence permit and cannot return safely and durably to their country or region of origin. Confirm the applicable Cyprus route and evidence; nationality or possession of an old Ukrainian residence card alone is insufficient.

What Are the Current Extension Dates?

The Cyprus Asylum Service extension notice says protection already granted in Cyprus is automatically extended to 4 March 2027. Covered beneficiaries need neither a new Asylum Service application nor a new biometric residence permit for that extension.

A newer EU Decision 2026/1912, read with its 5 August 2026 corrigendum and current consolidated text, extends protection to 4 March 2028. That extension applies from 5 March 2027. Do not infer from it that Cyprus has already issued a particular replacement card or extension notice to you.

Military-obligation condition

Article 2 of the corrected 2026 decision applies from 5 August 2026. Without prejudice to EU law and fundamental rights, it requires satisfaction of military obligations in Ukraine and proof where applicable for the protection covered by that article.

The article does not apply to people enjoying temporary protection in a given Member State before or on 4 August 2026 who continuously retain that status in that same Member State after that date. The original July dates were corrected. Ask the Asylum Service how the applicable evidence is handled in your circumstances; do not assume a universal condition for every existing beneficiary.

How Do I Apply or Collect an Extension Notice?

The 17 June 2026 Asylum Service announcement says new applications are accepted only in person at its headquarters in Nicosia. Online submission is no longer available. Check the current complete application and identity/family evidence instructions before attending; this summary does not establish that a Ukrainian passport alone is sufficient.

The current English extension notice asks existing beneficiaries to collect the extension notice at the Asylum Service headquarters, bringing:

  • Residence permit.
  • Passport.
  • Marriage certificate, where applicable.
  • Birth certificate for minors, where applicable.

For a family, all members except minor children must appear in person to collect the notice. These are extension-notice instructions, not a complete first-application checklist or a promise of same-day card issuance.

What Work Rights Apply?

Section 20Η(1)(a) of the Refugee Law permits employed or independent activity during the protection period, subject to the legislation governing the profession and the Aliens and Immigration Law. It also applies the relevant remuneration and social-insurance legislation and states priority for Member State citizens and applicants receiving unemployment benefit.

Self-employment is therefore expressly addressed by the law, rather than depending on an unidentified community account. Have the relevant registration, professional and tax/social-insurance duties checked before trading. Do not interpret the protection as an exemption from every occupation’s conditions.

Healthcare, Accommodation, Assistance and Education

Section 20Η provides access to suitable accommodation; where such access is unavailable, financial assistance sufficient to obtain accommodation. It provides necessary social and subsistence support where sufficient resources are lacking. Earnings and ability to contribute to one’s needs affect the level of assistance. This is not a universal fixed living allowance.

The medical-care provision, where sufficient resources are lacking, covers at least emergency care and necessary treatment of illness, with necessary medical or other assistance for people with special needs, including specified vulnerable groups. It does not establish automatic GeSY registration at any GP. Confirm the applicable medical-care arrangements with the competent authorities; HIO beneficiary categories have their own nationality, ordinary-residence and legal-status criteria.

Children under eighteen have access to the public education system on the same terms as Cypriot citizens. Adults have access to the general adult education system. Check the relevant school’s enrolment instructions and actual language-support provision.

Family Circumstances and Other Residence Categories

Section 20Θ has specific family-reunification provisions for families that already existed in the country of origin and were separated by the mass-influx circumstances. It distinguishes spouses/minor children and other close dependent relatives, mandatory and discretionary cases, and considers children’s best interests. Have a later marriage, mixed-nationality family or Cyprus-born child’s registration assessed under the actual provisions instead of assuming automatic derived status.

For another residence category, check eligibility and the procedure with the Asylum Service and Migration Department before surrendering or changing documents. Do not assume every application cancels protection, resets every residence calculation or requires departure. EU free-movement families and families of Cypriot citizens follow distinct routes; see the family residence guide.

Long-Term Residence and Naturalisation

Aliens and Immigration Law, sections 18Ζ–18Θ, excludes residence based on forms of protection other than international protection from the ordinary long-term-resident scheme and its residence calculation. Temporary protection is not the same as recognised refugee or subsidiary-protection status. Five years of any permit is not automatic eligibility; the qualifying residence, absence, resources, insurance and integration requirements must be assessed.

For naturalisation, section 111Β of the Civil Registry Law expressly excludes residence as an international-protection applicant, subsidiary/temporary-protection holder or student-permit holder from the residence calculation. This is a statutory exclusion, not merely an uncertain guarantee. The ordinary route has its own residence and other requirements; it does not state that an LTRP card is a universal prerequisite.

Use the ordinary naturalisation, highly skilled route and long-term residence guides for their distinct conditions. A change of permit does not retrospectively turn excluded time into qualifying residence.

Practical Checks

  1. Follow current Asylum Service notices and the corrected EU decision.
  2. Keep the actual decision, residence documents and extension notice.
  3. Check work, professional registration, healthcare and assistance requirements separately.
  4. Have any proposed status change and qualifying residence assessed before making long-term plans.
  5. Use the current first-application or extension instructions; do not reuse obsolete online or generic two-month renewal advice.

Frequently Asked Questions

What does temporary protection give Ukrainians in Cyprus?

Eligible beneficiaries have residence and statutory employment/self-employment rights subject to the applicable profession, immigration, pay and social-insurance rules. Accommodation, assistance and medical-care rights have legal conditions; temporary protection does not by itself establish automatic GeSY enrolment. Children under eighteen have public-education access on citizen terms.

How do Ukrainians apply for temporary protection in Cyprus?

The current Asylum Service notice requires first applications in person at its headquarters in Nicosia; online submission is no longer available. Check eligibility and the current complete document instructions. Existing beneficiaries covered by the Cyprus extension do not submit a new application or obtain a new biometric card for the extension to 4 March 2027.

Until when is temporary protection extended?

Cyprus currently publishes an automatic extension for existing beneficiaries to 4 March 2027. EU Decision 2026/1912, as corrected, extends the following period to 4 March 2028, applying from 5 March 2027. Its separate military-obligation condition applies from 5 August 2026, with an exception for people protected in the same Member State by 4 August 2026 who continuously retain that status there.
