Short answer: Check the actual family category, employment permission and wage rules. For a qualifying spouse/civil-union partner of a CFI employee, the published policy allows paid employment subject to the single-permit conditions and excludes self-employment. It does not establish a universal EUR 1,000 salary or four-to-six-week processing promise.

The primary sources below were checked on 3 October 2026. This guide concerns the family-reunification employment route associated with companies of foreign interests; use the current checklist for your application type.

What Does the Family Employment Route Allow?

The Migration Department’s family-reunification policy states that qualifying spouses/civil-union partners of CFI employees have free access to paid employment in a Cypriot company, without a Department of Labour-sealed contract, provided the conditions for a single employment permit are met. They do not have access to self-employment under this category.

This differs from spouses/partners of long-term residents and intra-corporate transferees, whose stated free labour-market access includes self-employment. EU-family rights follow separate rules. Do not apply the CFI restriction to every spouse in Cyprus.

CFI family guidance also distinguishes family reunification from dependent visitor residence for family members who temporarily do not meet reunification conditions. Confirm the route before starting work.

What Family and Sponsor Conditions Apply?

The family-reunification policy lists ordinary spouse conditions of age at least 21 and a marriage at least one year before application, with other sponsor and documentary conditions. Confirm the relevant conditions and evidence for a civil-union partner separately.

The general sponsor conditions include at least two years of lawful residence, a permit valid for at least one year, and a reasonable prospect of permanent residence. Exceptions apply. In particular, the Director may waive the two-year prior stay for an employee of a company approved to employ foreign personnel; ICT and researcher cases have separately stated exceptions.

A change in the sponsor’s employment or status requires assessment rather than assuming the family permit ends automatically. Aliens and Immigration Law, sections 18ΛΕ and 18ΛΣΤ, provides autonomous-residence cases and conditions for refusal, withdrawal or non-renewal. Have the actual permit, family circumstances and any independent right checked before relying on continued residence.

What Salary and Employment Documents Are Required?

Wage rules

The current linked family-reunification checklist has distinct Spouse Employment sections. They require an employment contract and compliance with the minimum wage provided by the relevant Ministerial Decree. They do not state a universal EUR 1,000 minimum.

The Department of Labour Relations’ national-order FAQ gives a covered full-time employee EUR 979 gross monthly before completing six months with the same employer, and EUR 1,088 thereafter, from 1 January 2026. Domestic, agricultural/livestock and seafaring workers, and workers covered by the separate hotel order, are excluded from that national order. Hours follow the applicable agreement. Check the actual sector, contract and working hours rather than assuming the same monthly floor governs every part-time arrangement.

First-application documents

Follow the appropriate checklist section for entry/first residence or first residence after lawful entry. Its spouse-employment requirements include:

  • The accompanying application-type document, the applicable passport/entry evidence and a certified marriage certificate. The passport condition is six months beyond the requested permit’s validity, with a stated minimum acceptable expiry period of nine months; the original is presented for verification in the specified section.
  • The sponsor’s accommodation evidence and employment contract, open-ended or at least eighteen months from application at the first-application stage.
  • The spouse’s signed employment contract, original plus two copies, and regulated-profession evidence where applicable.
  • The specified criminal-record and medical documents, sponsor tax/social-insurance evidence, income/bank statements, utility bills and other applicable documents.
  • The listed bank guarantee, with its country-specific amount and conditions.
  • Automatically renewable Plan A insurance for sponsor/spouse covering inpatient/outpatient care and transportation of remains, or GESY registration certificates plus private insurance for transportation of remains, as the checklist specifies.

This is a summary, not the complete list. Use the forms and full checklist for the exact application type and copies required.

The checklist’s older stamping and certification wording needs the applicable exceptions: stamp duty was abolished from 1 January 2026, while documents prepared and signed by at least one party by 31 December 2025 retain the previous rules. Certain covered EU public documents also have apostille exemptions. Check the document’s issuing country, scope and current certification requirements.

Who Applies, What Does It Cost and How Long Does It Take?

Section 18ΛΑ provides for the sponsor’s family-reunification application. The normal rule concerns family members abroad; the Director has discretion to accept an in-country application in the specified cases, including an approved foreign-personnel employer. Do not treat an employer’s offer alone as a complete family application.

The published procedure directs family-reunification entry, residence and employment applications to the Department’s headquarters in Nicosia, with the required documents and fees. It requires biometric data and a signature using the receipt and a valid travel document; capture can be at submission or shortly afterwards at the district Police immigration unit.

The published family-reunification fees are EUR 200 for entry/residence issuance, residence issuance, renewal, or renewal due to an employee’s change of employer, as applicable. EUR 70 for first Aliens’ Registry registration is additional where applicable. Document, insurance and optional professional-service charges are separate; obtain actual quotations.

Published processing instructions and statutory exceptions

The administrative procedure states nine months for duly completed applications, or ninety days for ICT/researcher cases, with insufficient information extending examination.

The law distinguishes:

  • Section 18ΛΑ(5): written notification as soon as possible and no later than nine months after application.
  • Section 18ΛΑ(5A): a five-month limit for decisions exercising the specified discretion to accept an in-country application or waive the sponsor’s two-year prior stay.
  • Section 18ΛΑ(6): an exceptional complex-case extension of the subsection (5) deadline by three months, with the applicant informed.

Use the rule for the actual application; an administrative summary or a community average does not replace a statutory exception or promise approval by a particular travel date.

How Do I Change from Visitor Status, Renew or Change Employer?

The full checklist contains a specific section for a spouse previously a visitor under family reunification. Its presence does not establish that every type of visitor admission meets the family-reunification conditions. Confirm the existing status and eligibility before filing or working.

The checklist also has separate renewal and renewal due to change of employer sections. The latter requests, among other documents, the spouse’s new employment contract and a termination letter from the previous employer. Use that list rather than treating a job change as permission to work independently.

The family-reunification policy describes online renewal 90 to 30 days before expiry, requiring a verified CY Login account. The first family residence permit is generally one year, renewable and not valid beyond the sponsor’s permit; ICT/researcher family duration rules are separately specified. Track the expiry of each actual card rather than assuming every family renewal must occur simultaneously.

Can I Work Through My Own Company?

The CFI spouse category’s published exclusion of self-employment must be respected. Incorporating a company, appointing yourself director or paying yourself a salary does not by itself establish that the proposed work meets the single-permit and family-route conditions.

Have the duties, ownership, employer relationship and immigration permissions assessed before trading. A community account of employing oneself is not an approval of your application or a universal rule banning every unpaid directorship.

What About Healthcare, Citizenship and Travel?

Healthcare and contributions

Check HIO’s beneficiary categories for nationality, ordinary residence and legal status. Employment permission alone does not settle healthcare eligibility. Contribution liability is a separate question; do not treat a contribution as proof of entitlement or assume a pension award from the permit’s name.

The family checklist’s Plan A/GESY alternatives are application-document requirements. Confirm which insurance evidence applies to the sponsor and spouse.

Citizenship

The M127 guidance says qualifying family members of a person under the highly skilled route may apply together with or after that person, meeting their own residence and language requirements. The main applicant’s qualifying company employment and the other route conditions also need checking. Greek-language certification has specified Greek-medium education exemptions.

The employment permit’s label alone does not settle qualifying residence or grant citizenship. See the highly skilled citizenship guide, ordinary route and Greek examination guide.

Travel while a card is pending

Before booking, ask the Migration Department which documents and re-entry permission apply to the actual status and pending application. Check the receipt’s wording, passport validity and destination requirements. Do not infer an unconditional right to re-enter from an unidentified lawyer’s comment or a receipt from another application.

Practical Checks

  1. Identify the family route and sponsor’s status before accepting work.
  2. Check the applicable wage decree, hours and contract.
  3. Use the checklist for first application, visitor transition, renewal or employer change.
  4. Confirm self-employment and company duties against the actual permission.
  5. Keep dated documents, receipts, expiry dates and travel confirmations.

Frequently Asked Questions

Can a spouse of a work permit holder work in Cyprus?

The published family-reunification policy gives a qualifying spouse or civil-union partner of a company-of-foreign-interests employee access to paid employment without a Department of Labour-sealed contract, subject to the single employment permit’s legal conditions. Other sponsors and family categories have different rules; the relationship alone does not establish work permission.

How long does a spouse work permit take?

Do not rely on an unqualified four-to-six-week estimate. The published family-reunification procedure gives nine months for complete applications and ninety days for ICT/researcher cases. The law also specifies a five-month decision limit for certain Director-discretion cases, including accepting an in-country application or waiving the sponsor’s two-year prior stay. Confirm the applicable procedure and legal conditions for your file.

Can a spouse start their own business in Cyprus?

The CFI spouse employment category does not give access to self-employment. A company incorporation or salary to yourself should not be treated as permission for the proposed activity. Have the duties, employer and appropriate immigration route checked; spouses under other categories, including qualifying long-term-resident or ICT family rules, have different rights.
