Short answer: Select the category that covers your proposed residence and activity. Employment, visitor, family, investor and digital-nomad permits have different conditions, fees, documents and travel rules. A residence card, an application receipt and registration in the Aliens’ Registry are different documents.
The primary sources below were checked on 3 October 2026. Use the relevant category’s current checklist; this comparison is not a complete application list.
What residence routes should I compare?
| Situation | Guide |
|---|---|
| Employment | Companies of foreign interests below; EU Blue Card |
| Visitor residence | Visitor conditions below; visitor guide |
| Family residence or work | Family categories below; spouse employment |
| Remote foreign employment or clients | Digital-nomad guide |
| Longer-term status | Investor conditions below; EU long-term resident status |
EU citizens and qualifying family members follow separate rules: see the EU-family guide. Check both residence eligibility and the proposed economic activity before applying.
Employment at Companies of Foreign Interests
Employer and employee conditions
The Migration Department’s policy is not confined to IT companies. New eligible employers first register through the Business Support Center (BSC); companies already in the Department’s register continue under the policy without that new registration formality.
The highly paid category requires:
- At least EUR 2,500 gross monthly salary.
- Relevant academic qualifications or at least two years of relevant experience for the position.
- An employment contract lasting at least two years, even for a one-year permit application.
- The applicable single-permit legal conditions and category documents.
Existing BCS Key Personnel permit holders with at least EUR 2,000 gross monthly pay may continue renewing with the same employer until 31 December 2026 under the published transitional exception. Support-level employment has different requirements, including a labour-market test and a Department of Labour-sealed contract.
Entry, application and renewal
The category procedure permits highly paid employees to enter for this purpose with a consular visa or an employer-applied-for entry permit. Support staff require an entry permit.
After arrival, follow the Aliens’ Registry and residence/employment application procedure. Applications are submitted at the Department’s headquarters in Nicosia with the relevant documents and fees. Biometric data and a signature are required, using the payment receipt and valid travel document; the page allows capture at application submission or shortly afterwards at the district Police immigration unit. Follow any specific condition on your entry document rather than assuming a universal seven-day biometric rule.
The Department publishes:
- EUR 70 for entry-permit and residence-permit issuance, valid for one to three years.
- EUR 80 for residence-permit issuance or renewal, valid for one to three years.
- A further EUR 70 for first registration in the Aliens’ Registry where applicable.
- Examination within one month for duly completed applications; insufficient information/documents extend the time.
- A permit duration linked to the contract, up to three consecutive years.
- Online renewal submission 90 to 30 days before expiry, with a verified CY Login account.
These are the published category charges and instructions, not a total relocation budget or an unconditional decision guarantee. Check the checklist and the applicable transaction before paying.
Visitor Residence
Purpose and application
The visitor policy cites Regulation 14: visitor residence concerns holidays, touring or investigating the possibility of residing in Cyprus. Holders cannot carry out economic activity in the Republic. Do not treat income from abroad as evidence that a visitor permit authorises the proposed remote work.
Apply before the visa expires using MVIS8 and the correct visitor-category checklist. The published fees are EUR 70 for issuance or renewal, plus EUR 70 for first Aliens’ Registry registration where applicable. The Department describes examination usually before four months where the supporting information/documents are sufficient.
The ordinary first visitor permit is one year, subject to the passport-validity limit; the policy issues a shorter permit ending three months before passport expiry where applicable. Renewal depends on continued eligibility. Religious and marriage-related visitor categories have separate duration rules.
Autonomous visitor finances and documents
The autonomous visitor checklist requests sufficient stable resources and specified bank evidence:
- Foreign remittances in the applicant’s name of at least EUR 2,000 per month or EUR 24,000 per year, increased by 20% for a spouse and 15% per child. Transfers out abroad or to third parties are not counted for this calculation.
- Transaction statements from a financial institution in Cyprus covering the preceding twelve months for renewal, or from account opening for a first permit, with the specified family-number declaration and income summary.
- For a first permit, a transfer or cash deposit of at least EUR 10,000 is also accepted. A cash deposit requires the customs cash declaration.
- At renewal, an account balance of at least EUR 6,000, regardless of family size. The checklist does not state this as a universal first-application balance requirement.
- The specified income evidence includes pensions and other listed sources, with narrowly described exceptions for certain Cyprus income. Use the actual checklist rather than assuming every income source is accepted.
- Plan A insurance for inpatient/outpatient care and transportation of remains, the accommodation evidence and other documents. Criminal-record and specified medical certificates are marked first permit only in this checklist.
Bank guarantee
The same checklist requests an original ten-year guarantee from a Cyprus banking institution, in the applicant’s name from their own account, to cover possible repatriation expenses. Its amount depends on the country of origin; a copy is submitted at renewal.
Return of the guarantee requires a qualifying reason and written request. Examples include another lawful status or departure where the Republic has incurred no removal costs. The Department’s three-month average runs from the request and is conditional on a qualifying reason; departure alone is not an unconditional refund guarantee.
Family Residence and Spouse Employment
Use the actual family category rather than treating every spouse’s rights as identical.
CFI family guidance distinguishes family reunification from dependent visitor residence for family members who temporarily do not meet reunification conditions.
Under the published family-reunification procedure, a qualifying spouse/civil-union partner of a CFI employee has free access to paid employment, without a Department of Labour-sealed contract, subject to the legal conditions for a single employment permit. This category does not give access to self-employment. Spouses/partners of long-term residents and intra-corporate transferees have a different rule: their free labour-market access includes self-employment.
The reunification page lists sponsor and family conditions and exceptions. For the ordinary spouse category it specifies age at least 21 and a marriage at least one year before application. Do not infer eligibility or a universal EUR 1,000 wage from the family relationship alone.
Dependent visitor guidance for CFI families addresses spouses/dependent children temporarily outside reunification conditions and specified other dependants. Before working, changing an employer, separating or operating your own company, have the applicable status and proposed activity checked.
Investor Permanent Residence
The current investor policy concerns the fast-track Immigration Permit under Regulation 6(2), with the fourth revision effective 2 May 2023 and subsequent clarifications.
Investment and family conditions
- The housing option requires a first-sale house/apartment from a developer for at least EUR 300,000 plus VAT, with the required foreign-funding/payment evidence. The policy also offers specified other real-estate, company-capital and investment-fund options; their conditions differ.
- Secured annual income starts at EUR 50,000, increased by EUR 15,000 for a spouse and EUR 10,000 per minor child. For the housing option the income is sourced abroad; the other investment categories can include Cyprus income subject to Cyprus taxation. The 17 May 2023 clarification also permits evidence from an independent sworn accountant, rather than only the foreign tax return.
- Criminal-record, accommodation, insurance and other qualitative/documentary conditions apply. The applicant and spouse undertake not to work, except as directors of the company in which they invested under this policy. The specified other shareholding/unpaid-director exceptions must be checked against the chosen investment.
- The spouse and minor children under 18 are covered by the dependant provisions. Older children have separately defined conditions and applications; they are not all automatically included.
Permanent status, card and ongoing conditions
Permanent status is distinct from the residence card. The policy states that the investor/adult dependant card expires after ten years and must be replaced; a minor dependant’s card lasts until adulthood at 18.
The 17 May 2023 clarification removes annual income-proof submission, requires criminal-record certificates every three years, and retains annual evidence of the investment and health insurance where the family members are not continuing GESY beneficiaries. Failure to meet the relevant ongoing criteria can initiate cancellation.
An applicant abroad must settle in Cyprus within one year of approval notification. The policy states loss of permanent residence following at least two years outside Cyprus, or acquisition of permanent residence in another country.
The published examination estimate is about two months from a completed application, conditional on all criteria and no criminal-record/public-order/security impediment. It is not a promise of approval or citizenship.
Digital-Nomad Residence
The scheme covers qualifying non-EU/non-EEA nationals doing telecommunications-based remote work for a foreign-registered employer or clients abroad.
Its income threshold is EUR 3,500 stable monthly net income after taxes and contributions, increased by 20% for a spouse/civil-union partner and 15% for each child. The first permit lasts one year; renewal can be for a maximum further two years. Spouses/civil-union partners and minor children may apply for the sponsor’s period without employment or economic-activity rights in Cyprus.
The published ceiling is 500 permits, raised from 100 on 3 March 2022, not an annual quota. The initial application procedure is within three months of arrival; renewal is at least one month before expiry. Use the complete guide for documents, insurance, fees and submission conditions.
Healthcare and Contributions
HIO beneficiary categories depend on nationality, ordinary residence and the applicable legal status. Contribution liability is a separate question and depends on the relevant contributor and income category. Do not infer either universal contribution liability or universal exclusion from the permit’s name alone.
Use the route’s actual insurance checklist. An immigration policy should be checked against that requirement, and healthcare eligibility against HIO’s conditions. See healthcare and GESY.
Entry, Exit and Schengen Travel
Travel rules depend on the category and document held. For example, the CFI procedure states re-entry with a valid permit and passport, provided the holder has not remained outside Cyprus for more than three months. For a residence application not yet examined, that page describes re-entry using the payment receipt bearing a re-entry stamp. Follow the actual category instructions; do not generalise this to every receipt, permit or absence.
Check the status of your application and the destination’s requirements before booking. Do not treat Aliens’ Registry registration as a substitute for the required passport, residence or entry documents.
Your Europe’s guidance identifies Cyprus as a non-Schengen country and distinguishes ordinary residence permits from qualifying EU-family residence cards. Check visa requirements for your nationality and document. An ordinary Cyprus residence permit does not establish automatic Schengen visa exemption for everyone.
For an application in Cyprus, use the Schengen guide. The Commission’s overview generally directs applicants to the consulate with territorial responsibility for their lawful residence and to the country of the main destination. A pending Cyprus card, a particular consulate or previous community success story does not guarantee acceptance or approval.
Renewal and Longer-Term Plans
Use the checklist and renewal window for the exact category. Confirm which accommodation, income, insurance and other documents must be provided again. A stamp-duty change does not itself establish that only community-head signatures are accepted for every lease.
Stamp duty was abolished from 1 January 2026; documents prepared and signed by at least one party by 31 December 2025 remain under the previous rules. Check the relevant checklist’s certification requirement separately.
Five years of any lawful stay do not automatically establish EU long-term resident eligibility. Qualifying residence, absence, resources, insurance, integration and other conditions apply, with distinct Blue Card rules; see the long-term resident guide. Conditional mobility to another participating EU state is not automatic residence in every EU country; Ireland and Denmark are outside the Directive’s scope.
For citizenship planning, use the ordinary naturalisation guide or highly skilled route. The final twelve-month naturalisation period’s permitted ninety-day total absence is not a universal limit on every trip throughout all qualifying years. Greek-certificate requirements also have specified education exemptions.
Frequently Asked Questions
What is the minimum salary for a BCS work visa in Cyprus?
For the highly paid category at a company of foreign interests, the published minimum is EUR 2,500 gross per month, with relevant academic qualifications or at least two years of relevant experience and an employment contract lasting at least two years. The policy contains a limited same-employer renewal exception for existing BCS Key Personnel paid at least EUR 2,000, through 31 December 2026.
Can visitor permit holders use GESY healthcare in Cyprus?
Check HIO’s beneficiary categories for your nationality, ordinary residence and legal status. A visitor permit or contribution payment alone does not establish healthcare entitlement. The visitor checklist separately requires Plan A insurance covering inpatient and outpatient care and transportation of remains.
How much property do I need to buy for permanent residence in Cyprus?
The investor policy’s housing option requires a first-sale house or apartment costing at least EUR 300,000 plus VAT, with the required foreign-funding evidence. Secured annual income starts at EUR 50,000, plus EUR 15,000 for a spouse and EUR 10,000 per minor child. Other investment options and further conditions apply. Permanent status is distinct from the adult residence card, which must be replaced after ten years.
