Short answer: Choose a lawful residence and work route for your nationality and activity, then use its actual document checklist and deadlines. Price the particular home and services you intend to use, and assess tax residence and healthcare eligibility separately.

This guide’s statutory and administrative sources were checked on 3 October 2026. The checklist below is a planning aid; follow the deadline published for your own application category.

1. Before You Move: Preparation

  • Identify your proposed work, employer or clients, family circumstances and expected length of stay.
  • Check the route’s passport validity, required certificates, translations and certification before ordering documents. An apostille is not a universal requirement for every foreign document: covered EU public documents have specific exemptions. See the apostille guide.
  • Compare actual homes in Limassol, Paphos, Larnaca or Nicosia against your budget, commute, school needs and available services.
  • Ask prospective banks which account, eligibility conditions and documents apply to you.
  • Check whether your driving licence can be used or exchanged before arranging a car.

Use a personal preparation schedule rather than assuming every document should be ordered the same number of months before travel. Check any validity period against the intended submission date.

2. Choose a Residence and Work Route

EU citizens

The Migration Department’s MEU1 procedure describes residence for up to three months with a valid identity card or passport. For longer residence, its listed conditions include being employed or self-employed in Cyprus, or having sufficient resources for yourself and your family and comprehensive sickness insurance in Cyprus.

Apply for the initial MEU1 registration certificate within four months of entry, with the category’s supporting documents. The Department describes free access to employment and self-employment for Union citizens and their family members. A non-EU family member’s application and eligibility require a separate check; see the EU-family guide.

Digital-nomad scheme

The official scheme covers qualifying non-EU/non-EEA nationals working remotely through telecommunications for an employer registered abroad or clients abroad.

  • Stable income must be at least EUR 3,500 per month after taxes and contributions, increased by 20% for a spouse or civil-union partner and 15% for each child.
  • The checklist requires the applicable contracts and foreign-work evidence, six months of detailed income bank statements, accommodation evidence and other documents. It specifies Plan A insurance for inpatient and outpatient care and transportation of remains.
  • Applicants undertake that they and their family members will not provide work, services or projects to employers or clients established in Cyprus.
  • The first permit lasts one year; renewal can be for a maximum further two years. A spouse/civil-union partner and minor children may apply for the sponsor’s period, without employment or economic-activity rights in Cyprus.
  • The published procedure requires application within three months of arrival and also permits applications by people already legally resident under another status.
  • The published fee is EUR 70 for permit issuance or renewal, plus EUR 70 for initial registration in the Aliens’ Registry where applicable. Document, insurance and other costs are separate.
  • The published ceiling is 500 permits, increased from 100 on 3 March 2022. It is not an annual quota or a guarantee of available places.

Use the complete digital-nomad guide before applying.

EmploymentResidence permits and EU Blue Card

Visitor residenceVisitor permit
Family residence or employmentEU family and spouse employment
Existing status or longer-term plansChanging categories and long-term resident status

Check the intended activity as well as the residence category. Company incorporation, a property purchase or a family relationship should not be treated as an approval of a particular application.

Citizenship planning

For the ordinary route, the current law requires seven qualifying years in the ten-year period before a separate final twelve months of continuous lawful residence. The final period permits absences totalling up to 90 days. Certain residence categories are excluded from qualifying time.

The M127 guidance specifies B1 Greek, with an exemption for the recognised Greek-medium secondary-school diploma or degree described there. Good character, political/social knowledge, resources, accommodation and intention conditions also apply. Qualifying highly skilled employees have a distinct route with additional conditions; see ordinary naturalisation and highly skilled naturalisation.

3. Finding a Home

Obtain dated quotations for particular properties. Compare total rent, deposit, agency charges, utilities, furnishings, parking, permitted use, contract term and exit conditions. Request the proposed written agreement and have unclear terms checked before paying.

For a residence application, use that category’s accommodation checklist rather than assuming one lease or certification rule fits everyone. For example, the digital-nomad checklist requests a title deed or rental agreement and a corresponding utility bill.

Tax Department guidance states that stamp duty was abolished from 1 January 2026. Documents prepared and signed by at least one party by 31 December 2025 remain under the previous rules. Do not assume an older checklist’s stamping instruction applies unchanged to a new contract.

Compare listings on research.cy and consult the renting guide or buying guide. Confirm the actual agent’s charges and the property’s legal documents directly.

4. Banking

Ask the bank for its applicable onboarding procedure, eligibility conditions, fees and documents. Arrange a way to pay moving costs while an application is being assessed; avoid treating an estimated opening time as a guarantee.

For example, Bank of Cyprus’s international account-opening page describes a personal IBU visit or application through a local professional intermediary, and links digital opening for individual customers. It requires its forms and the documents in the applicable questionnaire, can request additional information and can decline an application. Check the eligibility of the particular channel before applying.

See banks in Cyprus, account opening and money transfers; confirm current bank-specific instructions.

5. Healthcare and Insurance

Check HIO’s beneficiary categories for your nationality, ordinary residence and legal status. A permit’s work rights or payment of a contribution alone do not establish GESY eligibility.

Use your permit category’s insurance requirement. The digital-nomad checklist specifies Plan A inpatient/outpatient cover and transportation of remains. Ask the insurer to confirm that the actual policy meets the relevant checklist.

Before arranging care, check your entitlement, enrolment and the provider’s participation in GESY. See healthcare and GESY and immigration medical reports.

6. Working and Business

Check employment permission, contract terms, hours, leave and the applicable wage rules before accepting work. Confirm the activity permitted by your own status before starting self-employment or operating a company.

The Department of Labour Relations’ current minimum-wage FAQ gives a covered full-time employee EUR 979 gross per month before completing six months with the same employer, and EUR 1,088 thereafter, from 1 January 2026. Domestic workers, agricultural/livestock workers, seamen and workers covered by the separate hotel order are excluded from that national order. Hours follow the applicable agreement; the FAQ does not establish a universal forty-hour week.

For the administrative steps relevant to your business, consult self-employment, company registration and working in Cyprus. Check tax, social-insurance and VAT obligations for the actual activity rather than applying one registration deadline to every newcomer.

7. Taxes

Tax residence

Income Tax Law, section 2 provides two tests for individuals:

  • Presence in Cyprus exceeding 183 days in the same tax year. Exactly 183 days does not satisfy this test by itself.
  • The conditional 60-day route requires at least 60 Cyprus days, no stay exceeding 183 days in another single state, business/employment in Cyprus or an office in a Cyprus tax-resident person, and a permanent Cyprus home owned or rented. The relevant business, employment or office must not be terminated during that tax year.

The current 2026 wording no longer contains the separate older condition that the individual must not be tax resident elsewhere. Assess any other state’s claim and applicable treaty separately. A residence permit does not itself settle tax residence.

Ordinary personal income-tax bands

The 2026 schedule applies to taxable income, after applicable adjustments:

Portion of annual taxable incomeRate
Up to EUR 22,0000%
Above EUR 22,000 through EUR 32,00020%
Above EUR 32,000 through EUR 42,00025%
Above EUR 42,000 through EUR 72,00030%
Above EUR 72,00035%

The threshold is not a blanket exemption for gross salary or all foreign receipts. Have contribution bases, deductions, exemptions and cross-border income assessed separately.

Non-dom and other taxes

The SDC Law contains the domicile rules and exceptions. An individual Cyprus tax resident for at least 17 of the preceding 20 tax years is deemed domiciled for these purposes. Eligible non-dom treatment of dividends and interest does not exempt employment or business income from ordinary income tax or establish that no GESY contribution applies.

Eligible individuals without a Cyprus domicile of origin who become deemed domiciled may elect alternative lump-sum SDC with Tax Commissioner approval: EUR 250,000 upfront for each five-year period, paid by the end of the month following approval. An application is due by 30 June of the first year. Up to two periods are allowed; this is an alternative SDC charge under section 3Δ, not an extension of non-dom status. Each five-year election is irrevocable and binding. The payment is non-refundable, cannot be offset against other tax liabilities or credit balances, and receives no foreign-tax credit. If it is not paid by the statutory deadline, this method does not apply to any tax year and ordinary income-based SDC rules apply.

See taxes and contributions, non-dom, TIN registration, tax returns and the 2026 reform.

8. Children: Schools and Kindergartens

Contact the relevant education district or prospective school about registration, transfers, documents, language support and available places. Obtain current private-school quotations rather than applying a universal annual fee.

MOE’s pre-primary guidance gives the compulsory starting age for 2026/27 as four years and four months before 1 September. Children permanently or temporarily resident in Cyprus can register regardless of nationality. Younger children from age three are considered for remaining places using the specified criteria; a place is not guaranteed.

Public pre-primary education is free; community pre-primary schools set their own fees. Follow the actual registration-document requirements instead of assuming every child’s birth certificate must be apostilled.

See education in Cyprus and school comparison.

9. Driving and Transport

Check the rules for the country that issued your licence, the category and your residence circumstances before driving or applying for exchange. Obtain an insurance quotation and inspect a proposed vehicle’s documents and condition before buying.

Your Europe explains that a valid EU licence generally need not be exchanged when moving to another EU country, subject to the stated exceptions. International driving permits are not regulated at EU level and may not be recognised; do not assume an IDP gives every newcomer six months of lawful driving.

For Cyprus-specific recognition, residence evidence and application instructions, use the driving-licence guide. Check car registration and traffic rules for the vehicle and intended use.

10. Daily Life and Budget

Use a worksheet based on your intended home and activities:

ItemWhat to check
HousingRent, deposit, agency charges, contract and utilities included
UtilitiesProperty bills, account transfer, tariff, cooling/heating needs
Internet/mobileExact-address coverage, installation, contract and backup connection
FoodYour own household shopping and eating-out assumptions
TransportActual bus routes or vehicle, insurance and parking costs
HealthcareApplicable insurance, eligibility and provider arrangements
Documents/taxCategory fees, translations, certification and professional advice

Check office opening hours and appointment requirements directly. Visit the neighbourhood where possible and plan for your household’s accessibility and seasonal needs.

11. Relocation Checklist

Before committing to travel or housing

  • Confirm the lawful residence/work route and the relevant official checklist.
  • Check passport validity, certificate dates, translations and certification for that application.
  • Arrange the required insurance and obtain actual home/service quotations.
  • Confirm school registration or transfer steps for each child.
  • Check banking and licence eligibility; prepare a reserve for delays and one-off costs.
  • Agree the proposed employment or remote-work arrangement.

On arrival and before the applicable deadlines

  • Follow your category’s submission deadline, appointment and biometric procedure.
  • Keep the receipt and application details; check what evidence of status they provide.
  • Complete housing and utility arrangements for the actual property.
  • Follow the relevant school, bank and driving-licence procedures.
  • Assess tax registration, social insurance and healthcare enrolment for your circumstances.

Use the route-specific deadlines above and the linked guides. The headings are planning stages, not a universal seven-day immigration or one-month tax deadline.

12. Checks Before Paying or Applying

  1. Compare the actual official checklist with your documents before submission.
  2. Review the proposed housing agreement, charges and payment instructions.
  3. Confirm bank eligibility and arrange interim payment access.
  4. Assess tax residence and domicile rather than assuming all newcomers qualify for non-dom treatment.
  5. Track category-specific application deadlines and expiry dates.
  6. Check licence recognition, insurance and transport for your intended use.
  7. Verify office hours, appointment arrangements and provider availability.
  8. Compare particular homes and services rather than relying on a city-wide price label.
  9. Check the property’s legal documents and developer before a purchase.
  10. Keep dated quotations, receipts and copies of submitted documents.

Frequently Asked Questions

How much does it cost to move to Cyprus?

Build a budget from dated quotations for your home, deposit, travel, documents, permit application, insurance, utilities and transport. Separate one-off costs from monthly spending and include a reserve. A city-wide rent range does not establish the price of a particular home.

What visa do I need to move to Cyprus as a remote worker?

The digital-nomad scheme covers qualifying non-EU/non-EEA workers with an employer registered abroad or clients abroad and at least EUR 3,500 stable monthly net income after taxes and contributions. The first permit lasts one year, with possible renewal for a maximum further two years. EU citizens follow separate residence and registration rules.

How long does it take to get Cyprus citizenship?

The ordinary residence route requires seven qualifying years in the ten-year period before a separate final twelve months of continuous lawful residence, with the law’s permitted absences. B1 Greek or a recognised Greek-medium education exemption, good character, knowledge of Cyprus and other statutory conditions also apply. Completing a residence period does not guarantee approval or a processing time.
