The Russian Embassy in Cyprus is located in Nicosia and provides consular services for Russian citizens living on the island. This guide covers the main services and practical advice for Russian nationals in Cyprus.

Official Sources:

  • Russian Embassy in Cyprus — Official Website
  • Consular Department — Services and Appointments
  • Official contact page: embassy (+357) 22-774622; consular section (+357) 22-776832.
  • The contact page lists the round-the-clock emergency number as (+357) 99-477-252; the consular-services page instead lists (+357) 99-477-258 for threats to life or health. Confirm the current number with the consular section.

What is the contact information?

How do I register at the consulate?

Consular registration is voluntary regardless of the purpose or length of a Russian citizen’s stay abroad. Registration or its absence has no legal consequences. It records contact details that can help the consulate contact citizens or their relatives in an emergency.

Apply online at consreg.kdmid.ru or in person by appointment. The Cyprus registration page lists the information to provide, including passport and contact details and the intended period of stay.

How does passport processing work?

Types of Passports

In Cyprus, you can obtain:

  • Old-style passport (5 years) — through the 5-year passport service page
  • Biometric passport (10 years) — through the biometric passport service page for adults and children

Biometric Passport for Children

The official Cyprus consular page gives the biometric passport processing period for adults and children, so this guide no longer treats infant biometric passports as categorically “non-standard”.

For a child who has Russian citizenship, the biometric service requires the child and applicant parent to attend both application and collection. The child is photographed at the consular section. Ask the section about practical arrangements for a very young child before booking.

How to Submit Application

  1. For a biometric passport, fill out the application at zp.midpass.ru; for a 5-year passport, use passportzu.kdmid.ru
  2. Complete the biometric electronic application at least 3 days before the visit
  3. Print the application; the biometric application must include its 3D barcode or QR code
  4. Book an appointment

The 3-day rule is published by the consular page for biometric passports. Do not rely on chat advice that permits late submission; bring the printed application with the barcode/QR code required by the service page.

Processing Time After Submission

Official passport timing after the application is accepted:

  • Biometric passport (10 years): no more than 3 months for adults and children, starting when all properly completed required documents and photographs are submitted
  • Old-style passport (5 years): 3 months for adults and children older than 14
  • Keep the time spent waiting for an appointment separate from passport production after a complete submission
  • Bring the originals and readable copies required by the specific service checklist

Booking Appointments

  • Slots are booked through the official appointment system
  • If the case is urgent or no suitable slot is visible, email the consulate directly
  • Monitor the website regularly
  • Book a separate appointment for each consular action

How do I get a power of attorney?

The consular section certifies powers of attorney intended for use in Russia. Confirm the required wording with the receiving organisation before preparing the document; certification does not guarantee that it meets that organisation’s requirements.

The principal must attend personally by appointment. The notarial page requires a valid foreign passport and copy, prepared text on a USB drive in Word format, a copy of the representative’s passport, and additional documents where applicable. It says notarial actions take place on the day all necessary documents are presented and the fees are paid. The general consular page says assistance drafting a document requires two consecutive appointments.

Instructions differ by reception: the detailed notarial page requires a USB copy and says emailed texts are not accepted, while the general page asks applicants attending the northern Nicosia reception to email prepared documents and identification copies. Confirm which instructions apply to your appointment. Payment is cash in euros under the published tariff.

How do I get a police clearance certificate?

The official police-clearance service page gives the following procedure:

  1. Book an appointment; one appointment covers one consular action.
  2. Complete the application with current and previous names, birth details, citizenship and the last address in Russia.
  3. Bring the original valid Russian foreign passport and first-page copy, plus the internal passport or a notarised copy and copies of its first and Russian registration pages.
  4. Pay the consular fee.

The certificate is issued after the consulate receives a response from Russia, with an indicative period of about one month. Ask about readiness yourself by emailing russianconsulate.cyprus@yandex.ru.

Before applying, ask the receiving authority which certificate it requires, its validity period and any authentication or translation requirements. A consular certificate and a document issued in Russia should not be treated as interchangeable without that confirmation.

What is reception like in Northern Cyprus?

The official consular-services page confirms appointment-only reception in the northern part of Nicosia. It says the reception has moved to a new address but does not give that address in the retrieved guidance. Confirm the location with the consular section before travelling.

Book through q.midpass.ru. One booking covers one consular action. The page asks applicants to cancel appointments they cannot attend at least three days beforehand.

What other services are available?

The official consular-services page lists citizenship matters, civil-status registration, notarial actions, emergency return documents, consular registration and assistance requesting personal documents among its functions. Check the service-specific eligibility and checklist before booking.

The notarial page lists certification of English–Russian translations, but explicitly says the consular section does not translate documents itself.

What practical tips should I know?

  1. Book in advance — appointment wait is separate from passport processing
  2. Email them — if no slots available, this may help
  3. Prepare documents beforehand — list is on the website
  4. Check tariffs before the visit — fees and payment rules can change
  5. Bring the copies required by your service checklist

Check the official service pages before each appointment and use the checklist for your specific consular action.
