Short answer: Apply for initial Tax Registry registration through Tax For All (TFA). Check whether you already have a number and use the official document list for your circumstances. TIN issuance and access to a return-filing system are separate steps.

The Tax Department uses TIN/TIC for the tax identification number. Its current instructions do not describe a “Tax Information Certificate” as the universal initial-registration form. The primary sources below were checked on 3 October 2026.

Who has to register?

Under Assessment and Collection Law section 5A, an individual must notify for registration and a TIN if:

  • A Cyprus tax resident and aged 25 or above; or
  • Receiving income within section 5 of the Income Tax Law.

The law allows an individual not already registered who has no covered income in tax years 2026 and 2027 to notify by 31 December 2027. This transition is not a general delay for everyone starting employment or receiving income.

Registration and filing obligations have different tests. For example, the ordinary age-based return-filing rule covers resident individuals 25–70, while registration under section 5A is expressed as 25 or above. Income-based duties and any valid return-filing exemptions must also be considered. Use the filing guide for your tax year and category.

A TIN does not establish tax residence or non-dom status. Assess the full residence and domicile conditions, rather than treating a registration checkbox or a stay of 60 days alone as sufficient.

Which portal should I use?

The Tax Department’s current individual-registration instructions say applications can be submitted only electronically through Tax For All.

Create a TFA account if you do not have one. The official page links account-creation and CY Login guides. After signing in:

  • Without a TIN, select Register as a new taxpayer.
  • With a TIN, select Apply for access to a tax identification number (TIN).

Use the department’s linked individual or self-employed user guide for the relevant application. Complete the requested fields consistently with your identity documents and attach the evidence for your category. Do not treat the old payment Tax Portal or TAXISnet registration as the initial TIN application.

What documents should I prepare?

The current individual-registration page separates the following cases:

Applicant categoryPublished identification evidence
Cypriot identity-card holderBoth sides of the identity card
EU citizen with the relevant Union-citizen registration certificateAll sides of that certificate
Third-country national with a residence permitAll sides of the permit
Applicant awaiting the relevant certificate or permitPayment proof for the application, plus the applicable documents from category 4 of the official checklist

For people without the specified Cyprus certificate or permit, category 4 lists a foreign tax-number certificate, foreign identity card or foreign social-insurance-number certificate, with all sides uploaded. It also asks for a recent photograph, a letter explaining the reason for tax registration and evidence supporting that reason. Pending-permit applicants are instructed to answer No to the specified Cyprus identity-card/ARC question; follow the wording for your case.

The page gives additional evidence for employment, property transactions, foreign directors and the 60-day residence route. For employment it lists an employer letter setting out employment terms, an employment contract or an ERGANI recruitment notification with status Submitted, and says to declare the social-insurance number. Additional information may be requested during examination.

Read the full checklist before applying; a passport plus any rental document is not established there as a universal sufficient bundle. The page has separate instructions for special cases such as deceased persons and registered trade names.

Some checklist entries still refer to stamped contracts. The Tax Department’s stamp-duty instructions confirm repeal from 1 January 2026, with earlier rules retained for documents signed by at least one party by 31 December 2025. Check the document’s date and the applicable evidence requirements.

What does the number look like, and how will I receive it?

The official registration FAQ says that after registration is completed, the Tax Department sends an email informing you of the TIN.

For registrations after March 2023, the FAQ describes eight digits plus one check character, beginning with 6. It is randomly generated and not based on a personal identification number. Earlier registrants retain their existing numbers.

The FAQ does not promise a fixed initial-processing period. Keep your submission and correspondence; ask the department about a pending application before requesting another number.

What if I cannot find my existing TIN?

The registration FAQ gives these options:

  • Ask your employer to confirm it using the verification tool available on the Tax Portal.
  • Call 17700.
  • Sign in through CY Login: an existing TIN is linked automatically; if there is no TIN, an issuance application is needed.

For uncertainty about TAXISnet registration details, the TAXISnet guidance gives taxisnet@mof.gov.cy as a support contact. Use the official assistance route for the system involved.

Does TIN registration also give me TAXISnet access?

The TAXISnet guidance says new taxpayers registered through TFA are generally registered automatically in TAXISnet within one to three working days after Tax Registry registration is completed. It excludes categories 92 and 93, registered only for property purposes, and 99, an unidentified taxpayer category.

People who obtained a TIN before TFA and have no TAXISnet account must register for that service themselves. The one-to-three-day statement concerns subsequent TAXISnet access, rather than the time required to issue the original TIN. Check the filing guide for which system handles your return.

How do I update my details?

Section 5A requires registered persons to notify changes to Tax Registry details, including postal and email addresses, within 60 days of the change, in the form and manner specified by the Commissioner. Use the department’s current instructions and ask for help if you cannot access the relevant account.

Keep identity documents, applications and confirmation messages securely. Before opening a bank account, ask that bank which tax-residence and identification evidence it requires; this guide does not establish one universal TIN or application-receipt policy for every bank.

Frequently asked questions

Can I apply for a Cyprus TIN online?

Yes. The Tax Department says initial Tax Registry applications can only be submitted electronically through Tax For All (TFA). Create or use a TFA account and select Register as a new taxpayer if you do not already have a TIN.

How long does TIN registration take?

The official registration FAQ says the TIN is emailed when registration is completed; it does not promise a fixed same-day or one-to-three-week initial processing time. The separately published one-to-three-working-day period concerns automatic TAXISnet registration after Tax Registry completion, subject to exceptions.

What should I do if I already have a TIN?

Use Apply for access to a tax identification number (TIN) in TFA instead of seeking another number. The official FAQ also describes automatic linkage of an existing TIN when signing in through CY Login, employer verification and telephone help on 17700.
