Short answer: Establish a lawful residence and work route before relocating. The digital-nomad scheme requires qualifying foreign employment or clients and at least EUR 3,500 stable monthly net income. Assess tax residence separately, then check the actual home, connection and insurance.
The immigration and tax sources below were checked on 3 October 2026. Use the digital-nomad guide for the full application requirements.
What residence route applies?
EU citizens
The Migration Department’s MEU1 procedure describes residence for up to three months with a valid identity card or passport. For longer residence, its listed conditions include being a worker or self-employed person in Cyprus, or having sufficient resources for yourself and your family and comprehensive sickness insurance in Cyprus.
The initial MEU1 registration certificate application must be submitted within four months of entry, with the supporting documents for the relevant category. The Department describes free access to employed and self-employed activity for Union citizens and their family members. Check which residence category your remote-working arrangement meets; foreign employment alone should not be treated as a substitute for the category’s evidence.
Non-EU/non-EEA citizens: digital-nomad scheme
The Migration Department’s scheme page covers location-independent work using telecommunications technology for an employer registered abroad, or self-employed services to clients abroad.
Its supporting-document checklist requires:
- Stable monthly income of at least EUR 3,500 after taxes and contributions, increased by 20% for a spouse or civil-union partner and 15% for each child. The checklist requests income evidence and detailed bank statements for the preceding six months, with a specified affirmation where net-income proof is unavailable.
- Employment or service contracts covering at least the requested permit period, with the applicable remote-work and foreign-company evidence.
- An undertaking that the applicant and family members will not provide work, services or projects to employers or clients established in Cyprus.
- The applicable criminal-record certificate, medical tests, accommodation evidence and other required documents.
- Plan A health insurance covering inpatient and outpatient care and transportation of remains, as specified in the checklist.
This is a summary, not the complete application list. Follow the current requirements for translation, certification and each family member’s application. Check contract-stamping requirements against the 2026 repeal and transition rules rather than assuming an older checklist’s wording applies to every new contract.
The first permit lasts one year; renewal can be for a maximum further two years. Spouses/civil-union partners and minor children may apply to reside for the sponsor’s period, without the right to employment or economic activity in Cyprus.
The Department states a ceiling of 500 permits, increased from 100 on 3 March 2022. This is not a published annual quota or a guarantee of remaining capacity. Confirm current application availability before making commitments.
The published procedure requires application within three months of arrival, or permits an application by someone already legally resident under another status. Arrange the applicable appointment and supporting documents; an intention to apply does not itself establish lawful work or an extension of stay.
Another immigration status
Have the actual permit and proposed activity checked. A tourist or visa-free admission should not be treated as evidence of remote-work permission. Do not rely on assumptions about enforcement or a universal visitor-stay allowance.
How should I assess tax residence and income?
Immigration permission and tax residence are separate questions. Use the current Income Tax Law, section 2 for the statutory tests.
More than 183 days
An individual is Cyprus tax resident when their presence exceeds 183 days in the same tax year. Exactly 183 days does not satisfy this test by itself.
The law’s day-count rules treat arrival as a Cyprus day and departure as a day outside Cyprus. Arrival and departure on the same day count as a Cyprus day; departure and return on the same day count as a day outside Cyprus. Keep a dated travel record.
Conditional 60-day route
The alternative requires all the applicable conditions:
- Presence in Cyprus for at least 60 days in the tax year.
- No stay exceeding 183 days in any other single state in that year.
- Business activity in Cyprus, employment in Cyprus, or holding office in a Cyprus tax-resident person, at some time in the year.
- A permanent Cyprus home, owned or rented.
The law also excludes this route where the relevant business, employment or office is terminated during that tax year. The current 2026 wording does not retain the older separate requirement that the individual must not be tax resident elsewhere. Another state’s claim and any applicable treaty still need assessment; satisfying a Cyprus test does not settle every cross-border issue.
The digital-nomad information page contains an older qualification about not being resident elsewhere. It is not a replacement for the current statutory tax-residence tests.
Taxable income and non-dom status
Under the ordinary 2026 personal income-tax schedule, the first EUR 22,000 of taxable income is taxed at 0%, followed by bands at 20%, 25%, 30% and 35%. The threshold concerns taxable income after applicable adjustments, not a blanket exemption for gross salary or foreign receipts. Residents are assessed under the law’s worldwide-income provisions, subject to applicable exemptions and treaty treatment; non-residents can also have taxable Cyprus-source income.
For example, EUR 42,000 of taxable income produces EUR 4,500 ordinary income tax: EUR 10,000 at 20% plus EUR 10,000 at 25%. This illustration excludes contributions and assumes that EUR 42,000 is already the taxable amount, rather than a gross salary requiring deductions.
Non-dom status concerns the SDC Law’s domicile rules. Domicile of origin and the statutory exceptions matter; an individual resident in Cyprus for at least 17 of the preceding 20 tax years is deemed domiciled for these purposes. Do not infer eligibility merely from being a new arrival.
An eligible non-dom exemption from SDC on dividends and interest does not exempt salary or self-employment profits from ordinary income tax, or establish that no GESY contribution applies. Have social-insurance liability, contribution bases and GESY eligibility assessed separately. Paying a contribution and qualifying for healthcare access are different questions; see the tax and GESY guide and healthcare guide.
How should I check internet and a workplace?
Check service at the exact address before committing to a lease. Request the provider’s coverage result, download and upload specifications, installation date, contract term and cancellation charges. Ask whether the available connection is already active and whether installation needs the owner’s permission.
Test the connection with your actual meeting and work applications where possible. Check mobile reception inside the property and the backup plan’s data allowance. A connection advertised for a city does not establish availability or performance in every building.
Use the internet and mobile-provider guide to compare provider-specific information. For coworking, request a dated quotation, opening/access hours, call-room availability, cancellation terms and a trial visit. Check the coworking guide directly with the venue before paying.
How should I choose a city and meeting schedule?
Compare homes in Limassol, Paphos, Larnaca or Nicosia against your own criteria: total rent, commute, family needs, workspace, transport and actual internet availability. Ask for current quotations rather than relying on universal “cheapest”, “fastest” or “largest expat community” labels.
Create calendar invitations using the named Cyprus time zone and the actual meeting dates. Compare your team’s local times across seasonal clock changes instead of relying on a fixed cross-country time-difference table. Agree any early or late calls before relocating.
What should my budget include?
Build a worksheet using dated quotations for the specific home and services:
| Item | Evidence to obtain |
|---|---|
| Housing | Rent, deposit, agency charges, contract and intended use |
| Internet and mobile | Address coverage, installation, plan terms and backup data |
| Workspace | Membership, meeting-room charges, access and cancellation |
| Utilities | The property’s bills, tariff and expected cooling/heating use |
| Food and transport | Your own spending assumptions and travel requirements |
| Insurance and immigration | Applicable cover, permit fees and document costs |
| Taxes and contributions | Assessment for your income, status and cross-border activity |
Include one-off moving costs and a reserve; separate personal and business spending. See the cost-of-living guide, utilities guide and bank-account guide, and confirm each provider’s actual requirements.
Frequently asked questions
Can I work remotely from Cyprus legally?
Check the residence and work conditions for your nationality and activity. The digital-nomad scheme covers qualifying non-EU/non-EEA workers with an employer registered abroad or clients abroad, and stable net monthly income of at least EUR 3,500. It does not permit work or services for Cyprus-established employers or clients. EU residence and registration follow separate rules.
Do I pay tax in Cyprus as a digital nomad?
The permit does not settle tax liability. Cyprus tax residence can arise from more than 183 days in a tax year, or the conditional 60-day route. Taxable income, treaty rules, deductions and contributions require separate assessment; fewer than 183 days does not establish that no Cyprus tax is due.
What is the best city in Cyprus for remote workers?
Compare actual homes and workplaces using your budget, commute, school or family needs, meeting schedule and provider availability. Obtain dated rent and coworking quotations rather than treating a city ranking as evidence about a particular address.
How fast is the internet in Cyprus for remote work?
Check the provider’s service at the exact address, the plan’s download and upload specifications, installation terms and mobile coverage. Test video calls and your work applications where possible; a marketed speed or city-wide coverage claim does not guarantee performance in a particular home.
